Chinese club prepare to pay €1.4bn for Lionel Messi

HAPPENING  IN FOOTBALL:

Lionel Messi..

Chinese Super League club , Hebei China Fortune, are reportedly prepared to meet the €700m release clause of Barcelona ’ s Argentine wizard , Lionel Messi .
Messi recently signed a new long -term deal at the Nou Camp with a €700m release clause .

New rules in Chinese football mean any deal would cost Hebei a staggering €1. 4bn ( £1. 2bn) .
Reports in various European news media said Hebei China Fortune, which signed Javier Mascherano from the Catalan side in January , are preparing another bid for Messi after their first move was rejected.
Hebei also signed Ezequiel Lavezzi and reports claimed the two signings were aimed at convincing Messi to join the club .
The Argentine extended his contract with FC Barcelona until 2021 recently, becoming the highest paid player in football in the process .
Hebei are reportedly determined to signed the Argentine star after he was named the most popular player among Chinese football fans last week, beating the likes of Cristiano Ronaldo and Paul Pogba.
However, the new transfer tax of 100% of the fee for overseas players introduced by Chinese football regulator may stand in Hebei’ s way as it will bring total fees paid for Messi to €1. 4bn.

Nunes memo: What is this 'secret' Republican report and what 'incriminating' information does it contain?

The document is said to allege that FBI and Justice Department officials abused their power

Despite objections from the Justice Department, Republicans on the House Intelligence Committee have voted to release the so-called “ Nunes memo ”, which alleges misconduct by FBI officials investigating whether the Trump campaign colluded with Russia.
President Donald Trump, who has insisted there was no collusion, has reportedly accepted the committee's request, and the memo could be made public as early as Friday.

What is the Nunes memo?

Democrats draft response to the Nunes memo

The memo reportedly alleges that senior FBI and Justice Department officials relied on questionable and politically motivated sources to justify surveillance of President Trump’s campaign.

The Daily Beast reported that Devin Nunes, the chairman of the House Select Intelligence Committee, and his committee staff spent months compiling the memo, which relies upon classified information.

What “incriminating” information doesCommittee contain?

The four-page document is said to allege that FBI and Justice Department officials abused their power under the Foreign Intelligence Surveillance Act.
According to multiple news accounts, it alleges that the FBI's 2016 application for a warrant to wiretap Carter Page, a former Trump campaign adviser, was based on information in the infamous Trump dossier detailing Mr Trump’s alleged connections to Russia.
According to the Washington Post, some funding for the dossier came from Hillary Clinton’s presidential campaign and the Democratic National Committee

Donald Trump's first year: in pictures

To obtain a surveillance warrant for a US citizen like Page, the government would have needed to show probable cause that Mr Page, a former Moscow-based investment banker, was an agent of the Russian government.
Why is there controversy over releasing it?
The memo has spurred further partisan discord among members of Congress, even though the Russia investigation is supposed to be nonpartisan.
While Republicans argue that the memo shows wrongdoing by FBI officials, Democrats say the document mischaracterises intelligence and attempts to create a narrative to show the FBI’s Russia investigation has been biased from the beginning.
Democrats also assert that it is an attempt to divert attention away from special counsel Robert Mueller's own probe into Russia's interference in the 2016 election.

The ranking Democrat on the Intelligence Committee, Representative Adam Schiff, said last week that Democrats would push to release their own memo if the committee releases the Nunes memo
Was it 'changed'?
Democrats on the intelligence panel made a last-ditch effort Wednesday evening to stop the release, saying the memo had been "secretly altered" by the Republicans who wrote it, at some point after the committee voted on whether it should be released.
California Rep. Adam Schiff said in a letter to the Nunes that committee Democrats had discovered changes that were made after the vote on Monday.
"The White House has therefore been reviewing a document since Monday night that the committee never approved for public release," Schiff said in the letter.
Schiff asked Nunes for another vote on the memo, but Republicans didn't appear to waver. Nunes spokesman Jack Langer said the committee vote was "procedurally sound."
"To suggest otherwise is a bizarre distraction from the abuses detailed in the memo, which the public will hopefully soon be able to read for themselves," Langer said.
What is Trump's view of the memo?
No decision has been made, but a White House official said on Thursday that Congress would probably be informed of Trump's decision Friday, adding that the president was "OK" with its release. A second White House official said Trump was likely to declassify the congressional memo but the precise method for making it public was still being figured out.
Mr Trump has made it clear he has never been a fan of the Russia investigations, repeatedly referring to them as a “witch hunt”. Trump has said he wants the memo released even after the FBI declared Wednesday that it has "grave concerns" about its accuracy. The document was written as part of an effort to reveal what Republicans say are surveillance abuses by the FBI and the Justice Department early in Russia investigation, before special counsel Robert Mueller was appointed to take it over.
The Washington Post earlier reported that the President wants the memo to be released, even though his own Justice Department has said doing so would be “extraordinarily reckless”. Senior FBI officials have also made direct appeals to the White House, warning that it could set a dangerous precedent.
But Mr Trump has been telling confidants in recent days that he believes the document will validate his concerns that the FBI and Justice Department conspired against him, advisers have told AP.
The president also has told allies that he believes the memo bolsters his claim that accusations of collusion between his campaign and Russian officials are false and part of a conspiracy to discredit his election.

Insurance penetration in Nigeria is still under 1.0% — Ojumah

Mr. Val Ojumah is the Managing Director of FBN Life Assurance Limited, a member of First Bank Group. In this interview, he reiterates that companies that want to gain market share should lay less emphasis on government business.

WE are in the second half of the year, how did the insurance sector fare in the first half and what are the expectations for the second half?

From our perspective, we have had an excellent result from our first half result.   We expect better performance for the second half of the year. The economy is not good but it is getting better. For those who know where to trade, they will continue to gain market share. If you are trading around government business, there will be more challenges because government revenue had not hit their target. That does not mean that the entire economy is doing badly.

        VaL  Ojumah

So, it depends on where the particular company is laying the emphasis. For us we take the opportunities available in the economy and we know for sure that certain aspects of the economy have very little uptake of insurance and that is where we are putting our efforts.

Gross premium income

There is growth in the economy, maybe not the type of growth you would expect, but according to the data that I have seen, yes some companies have lost market share others have gained. Overall, we expect that by end of 2017, there will be growth in gross premium income. I do not think that there will be a depression in that area.

With less focus on government business, how have you been able to break through?

It is a lot of work with lots of challenges out there. You need to put in a lot of resources and lot of time. I have a team that is really excited about the possibilities out there. If you take into consideration that insurance penetration in Nigeria is still under one per cent, we see that from the point of view of the various opportunities and we are prepared to go with the challenges

What can be done to get out of this one per cent insurance penetration?
Everybody is coming to recognize that with a large population such as ours,
focusing mainly on government businesses is not exactly the best way to go. When people see the result of some companies like ours, I believe that many of them are now re-strategizing.
But the First Bank brand, to an extent, gives you an edge, does it not?
We have a great brand, the number one brand in Nigeria. But I can also tell you that if you don’t know what to do with the brand, you will also not be able to do what we are doing. Several banks, until recent times, had insurance subsidiaries, where are they today? So having a great brand is fantastic, but if you don’t know what to do with the brand, it will lie there fallow.
How are insurers complying with the directive from the National Insurance Commission, NAICOM, to exhaust local capacity for big risks before ceding the rest abroad?

We are complying and it is good thing for the economy. We have over 50 insurance companies, all of them with tiny, tiny capacities. So if you allow a free for all reinsurance flow out into the international community, what will happen to Nigerian companies?

Our reputation in that line of business is not great. It is also what the government has done about Nigerian content law. What that means is to reserve those opportunities that Nigerians can cope with and until you can exhaust those opportunities for Nigerians, you shouldn’t be sending it abroad. We have severe unemployment problem in Nigeria particularly amongst young people.
Where are these young people going to work if you allow reinsurances to be placed directly abroad without any form of control? Besides, it is a major leakage on our limited foreign currency. In high risk areas, you can say we have limited capacity but it is not a question of no capacity. Prior to this time, for the oil companies in particular, it was just convenient for them to insure everything in their home countries. If there is an attraction for them to take it to their home countries, why should there be no attraction for us to keep it in our own country?
Do we believe in Nigeria at all? I cannot see any sense in anybody complaining about that regulation. Should we all be looking for work abroad? They didn’t say, ‘you should not reinsure abroad,’ they only say ‘go abroad once you have demonstrated that you have cleared out the capacity available locally.’
Despite the directive, some companies still reject taking on some risks, why is that so?

Every company should have a risk appetite. The fact that the regulator says ‘exhaust local capacity,’ does not mean any insurance company should accept any risk stupidly. When you employ your capital, you decide where to deploy that capital into, what kind of risk you want to accept, what level of risk you want to accept and that is a decision that is left to the company to make knowingly with clear mandate from their board. So there is nothing wrong with saying no to a particular type of risk.
Do you subscribe to mergers and acquisition in the insurance sector?

It makes a lot of sense. The size of your balance sheet dictates your capacity to absorb risks. I am not an advocate of marginal players; I think that there are too many operators with just tiny balance sheets and tiny abilities to absorb risks. Some of them are actually operating more like brokers than underwriters.
Balance sheet
So for that reason and for the sake of the country also, the size of your balance sheet connotes strength. And if all the companies are tiny little players as it looks like right now, you don’t really earn respect. You cannot develop the capacity to grow the business, the resources to grow the business rapidly will be limited. That is why a lot of them are just there in paper, they are not actually doing well as they should. So if you look at the trading activities at the Nigerian Stock Exchange, insurance stocks are not doing very well. That is an indication that they are just too marginal to make any major difference in the economy and industry as well.
The CEO of the Nigerian Stock Exchange, Oscar Onyema, had a meeting with underwriters, what were the highlights of the meeting?
He hammered on issues that some of us were aware of and he brought it out in very simple language and everybody appreciated his frankness. He talked about the need to have an analyst for the insurance sector. The analyst is from an investor’s perspective.
Training an analyst that understands insurance business very well and will project and provide information to the investing public in an appropriate manner. That is not being done at this time, so he offered to provide training, so that there could be specialist insurance analyst that will be presenting the industry in an appropriate manner, providing information in appropriate format. I think it is a very good thing.
Late submission of accounts has been an ongoing issue in the industry, what is the cause of this?
I think the affected companies have internal management issues. They have limited capabilities. Again it comes down to this idea of small players. The amount of resources they are putting into their internal operations is so limited that their record keeping is not very good, compliance is not very good, risk placement is not very good, and auditing is not very good. At it came out from the meeting with stock exchange DG, the timing provided to submit financial statement is ok.
Even if they extend the timing to December, some companies still will not meet it. So it was clear that the issue is with the operators, their readiness to do things properly, rather than the timing provided to them. However, it also came out that some of them require support and the regulator committed to providing further support in standardization so that they could meet the timelines than they did in the past.

GEO ECONOMY, Phillipines, Economy & news

FIRST PERSON; By Alex Magno

India now seems to have more success at courting the ASEAN than Australia. That could be because the emerging South Asian economic giant needs economic linkages with Southeast Asia more urgently.
Australia, along with New Zealand, has been trying to be part of the East and Southeast Asian ring of growth. The two countries staunchly supported APEC. They eagerly bought into the Trans-Pacific Partnership (TPP) that the US envisaged but which Donald Trump disowned.
The two South Pacific economies are still upbeat about the TPP as a means for establishing free trade partnerships with the dynamic East Asian economies. The prospects for such partnerships, while eminently tenable, are slow in unfolding.
The two South Pacific economies, taken together, simply do not have the gravitas of a China or an India.
China and India, the two most populous countries in the world, are now also the fastest growing. They are the two great engines of global economic growth. Southeast Asia is now poised to be the third engine of rapid economic expansion.
China’s growth has, of course, been remarkable. It has been going on for decades since the stifling policies of the Mao era were progressively dismantled.

Beijing is seeking to sustain its growth by establishing closer linkages with nearby economies. It has pushed investments to Southeast Asia and launched an ambitious New Silk Road infrastructure program that cuts through the former Soviet Asiatic republics north of India and Africa, through Sri Lanka, on India’s south.
Surely, India feels stymied by Beijing’s ambitious initiatives. The relationship between China and India has never been good. It ranged from hostile to cool. This is the reason why India might fear being isolated by China’s ambitious economic diplomacy.
Since India began dismantling its old nationalist and protectionist policies, especially with the rise of the pro-market coalition led by Prime Minister Modi, its economy showed great potential for growth.  Those old policies kept the economy of the subcontinent stagnant for decades.
India’s newfound dynamism could make up for lost time. Its economic development harnesses the power of new technologies and the enlargement of economic freedom for its people.
India could not rely on its immediate neighbors to support its growth. She shares her northern borders with Pakistan, Nepal and Bangladesh. None of them seem ready to reconcile with the realities of modern market driven economies.
The ASEAN countries, on the other hand, are well into economic reforms and regional integration that could make it a large consumer market in just a few years. The emerging Southeast Asian regional economy holds many opportunities for cooperation with India.
It will no doubt be a beneficial relationship for both the emerging South Asian economic power and the regional powerhouse economies of Southeast Asia. This is why there is so much enthusiasm to push the partnership further.
In courting the ASEAN, however, India will be stepping into what Beijing might consider its sphere of influence. China has always had an acute and jealous sense of territoriality.
On the part of the ASEAN economies, however, Indian courtship of the region is a way to balance off Beijing’s already pervasive influence. Already, ASEAN leaders are talking about inviting Indian forces to help clear the strategic Malacca Straits of pirates and terrorists.
India’s large conglomerates, over the past decade, acquired several European companies to enlarge the country’s manufacturing footprint. They will surely benefit from access to ASEAN’s rapidly expanding regional market.
The ASEAN countries, for their part, would surely benefit from investment and technology flows coming from the subcontinent. India and the Philippines are the two major competitors for business process outsourcing enterprises. We have much to learn from each other’s experiences.
In a word, a more comprehensive India-ASEAN partnership will produce an incomparable synergy capable of influencing the evolution of the global economy. The business opportunities such a comprehensive partnership might open up is incalculable at this early stage.
The just concluded India-ASEAN summit meeting marks the start of something truly promising.

GRAVITY
The next few years will see an even more dramatic centering of the global economy in Asia.
India has 1.3 billion people. China has even more than that. The crescent of dynamic economies from Northeast Asia, to Southeast Asia and finally to South Asia now accounts for over 40 percent of the global economy.
Since the same economies outpace the rest of the world in economic expansion, it is easy to see the Asian growth crescent will be the center-of-gravity of the world economy in a few short years. ASEAN, with its comparatively younger population, finds itself right smack at the middle of that growth crescent.
The “geo-economics” of it all changes the business and economic algorithms for the region.
Unlike the growth patterns followed by the mature industrial economies, Asian growth is driven by information technology and the rapid adoption of automation. Disruptive changes in production and consumption patterns could happen very quickly.
Asia will lead global growth. But it will do so under a new economic environment defined by rapidly changing technologies. Businesses that are nimble will be rewarded. Those slow to adapt will be penalized.
The new patterns of economic growth will be trade intensive. This is the reason why the region’s statesmen – from Modi to Xi – have become the most ardent spokesmen for free trade.

Once the channels of trade are clogged, the growth potential could wane. This is the reason why, in this world of dynamic trading economies, there is no room for Donald Trump’s obsolete economic nationalism.

Innoson: Nigeria’s First Car Maker Takes It To the Skies; Now Making Fighter Jet Parts – CNN (Pics)

(CNN) The grinding conflict between the Nigerian state and Boko Haram insurgents has exacted a devastating
human and economic toll over the past six years.
But for Nigeria’s first car manufacturer, the crisis may represent an opportunity.
The Nigerian Air Force (NAF) recently announced a partnership deal with
Innoson Vehicle Manufacturing (IVM), which will see the company supply spare parts for jets conducting airstrikes against the insurgents.
“The ingenious effort by IVM is instrumental to the continued operation of the Alpha Jets,” NAF spokesperson Ayodele Famuyiwa said of the deal. “IVM helped to save the day when help was not forthcoming from abroad.”

The air force reached out to Innoson in 2015, as it faced increasing difficulty with the import of vital parts such as brake pads. The deal was struck after a series of site visits around the country.
“The army came to our factories in many states,” says Innoson spokesperson Cornel Osigwe. “They saw we had the capacity.”
IVM, part of the Innoson Group owned by billionaire Innocent Chukwuma, started producing commercial vehicles such as coaches in 2007, before launching a range of private cars in 2014 — the first to carry a “Made in Nigeria” seal.
The offshoot company now employs over 7,000 people and
has capacity to produce 10,000 cars a year. It is hoped that the partnership with NAF could help the business expand further.
“The attention is providing a big boost for the company,” says Osigwe.
Innoson has gained several new clients since the deal, according to the spokesperson, including the National Assembly . Leading politicians such as Senator Ben Murray-Bruce have offered strong support.
Osigwe hopes that high profile supporters will help the company make inroads with the wider public.
“If the government patronize Innoson, individuals and companies will follow,” he says.

As Nigeria continues to suffer from falling oil revenues that are devaluing its currency, the Naira, the government is making efforts to build up the domestic
manufacturing sector and reduce dependency on imports.
The government-promoted Twitter campaign #BuyNaijaToGrowTheNaira has been enthusiastically adopted by the public, trending on several occasions over the past month.
Innoson has featured prominently in the campaign, with indications that the

company is gaining recognition.
A recent poll from news site YNaija showed that 60% of respondents would choose the Nigerian-made cars.
IVM is now seeking to capitalize on the current momentum. The company is planning to increase its manufacturing capacity from 10,000 to 50,000 vehicles per year, including of new, lower cost cars to reach a broader market.
Collaboration with the NAF will also expand for research and supply. As patriotism grows across Nigeria, this could prove a crucial selling point.

A Mexican actor became a worker making less than $5 a day for art, theater and understanding poverty

Gabino Rodríguez in "Tijuana," staged by the collective Lagartijas Tiradas al Sol. (Larry Sandez / Skirball Cultural Center)

Mexican actor Gabino Rodríguez spent five months in 2015 living under an assumed identity. For that period, he became Santiago Ramírez, a working-class delivery driver who had left Mexico City for Tijuana in the wake of a divorce. And for those five months he survived on a minimum-wage salary that he earned boxing clothes at a maquiladora.
His quarters consisted of a room in a family-run boarding house in a squatter

colonia . His entertainment was a bar called Brisas, where he drank in the company of a crew of lonely working men who would take to the dance floor embracing nothing more than their beer.

That experience formed the basis of "Tijuana," an experimental staged work presented by the Mexican collective Lagartijas Tiradas al Sol (Lizards in the Sun) at the Skirball Cultural Center earlier this month as part of the Pacific Standard Time Festival: Live Art LA/LA, the performance component of the current Pacific Standard Time series of exhibitions.

In recent years, a surge of interest in art driven by this type of social and political research has resulted in works that can feel like sitting through an undergrad lecture (or in the case of visual arts, placing a textbook on a wall).
"Tijuana" was entirely another story.
On a sparsely decorated stage, whose primary set piece consisted of a large painting of the border city, Rodríguez recounted — in Spanish, with English subtitles — the interwoven stories of what it means to survive on less than $5 per day while inhabiting another, wildly different persona.

"Tijuana," by Lagartijas Tiradas al Sol, tells the story of an actor who spent months living on Mexico's minimum wage. (Larry Sandez / Skirball Cultural Center)
The result was a work that was as much bracing sociological study as it was a psychological one — one that steers clear of romanticized poverty porn.
Certainly, a good part of the play's purpose is to relay the hard facts of what life is like for the millions of Mexicans who barely eke out a living on minimum wage. "Tijuana" is part of a series of "documentary theater" productions by Lagartijas (co-founded by Rodríguez and Luisa Pardo) that looks at what Mexican citizens might expect from their democracy — or what democracy might mean when those who set the policies aren't required to live them.

"People who determine the minimum wage," Rodríguez noted on stage, "don't ever have to live on minimum wage."

To that data, Rodríguez brings a keenly observant eye.

“People who determine the minimum wage don’t ever have to live on minimum wage.

— GABINO RODRÍGUEZ

Dressed as the working-class Santiago Ramírez, the actor forthrightly recounted the nature of his environment and its privations: the history of the squatter settlement he inhabited and its divided social factions, his crushingly repetitive factory job, the dawn bus rides that deposited him at the factory before it opened. (To have taken a later bus would have required a connection and more money for bus fare.)
"Taking a cold shower once or twice or three times is no big deal," he noted early on. "When it's not the exception, but the rule, it takes on another dimension."
And there are myriad moments in daily life made more poignant by poverty. Rodríguez — or is it Ramírez? — dragged himself to the maquiladora with a blazing fever and put in a double shift out of fear of losing his job. He described his "primal desire" to buy a new pair of sneakers, sneakers that were pure fantasy on 70 Mexican pesos a day.
The actor's monologue was supplemented with deftly placed video and photographs that he had surreptitiously taken during his time in Tijuana — the interior of the church where he would while away time before the factory opened or the site of a hillside collapsing under a row of hastily built homes.
But "Tijuana" became most compelling in the moments in which Rodríguez recounted how he navigated his grueling five-month role as Santiago Ramírez.

In one sequence, he fantasized about sleeping with the boarding house owner's daughter. But then he realized the complications it would have entailed given that he's wasn't who he said he was. If he got her pregnant, he mused, "would I have to be Santiago Ramírez forever?"

As his time on the border came to a close, things began to grow deadly serious.
At one point, he lost his identification — leaving him with no evidence (and conflicting stories) of who he might be. A man in his colonia was accused of raping a woman and the residents quickly meted out brutal mob justice. Rodríguez, who has appeared in movies in Mexico, became frightened that if he was uncovered as an impostor, he would likewise meet a punitive fate.
"Tijuana" touches on issues of class, equity and economics. But it is ultimately a performance about a performance. As Rodríguez questions his own motives for wanting to take on the role of Santiago Ramírez, he asked: "Is it possible to represent another?"
In Rodriguez's case, the answer is yes. The actor is a captivating performer — able to convey the deeply human in unsentimental ways.

In one of the play's closing scenes, he wryly recounted his last weekend in Tijuana, spent in his customary perch at Brisas. After a few too many beers, he found himself lost in the music, grooving to cumbias all by himself on the dance floor. In that wistful moment, Rodríguez disappeared. In his place, we were left watching Santiago Ramírez.

Princess Eugenie and Jack Brooksbank forced to push back wedding date

It’s
hard enough to co-ordinate the diaries of regular families to attend a family wedding, so imagine what it’s like for the royal family!
Princess Eugenie and her fiancé Jack Brooksbank announced their engagement earlier this week along with their intention to tie the knot in September.
However, the wedding plans have already hit a snag as it seems that many of the royal family have other commitments that month.

In particular, Prince Harry and Meghan Markle, who are due to travel to Sydney in September for the Prince’s Invictus Games.
An insider told Mail Online that due to these issues, the newly-engaged couple will push their wedding back by a few weeks.
‘There is nothing concrete yet,’ the source said, ‘but it looks as if Eugenie and Jack will go for October instead.’

The Duke of York alluded to this potential issue when he told the BBC: ‘It’s now about finding the time and the date and getting it all organised, I think probably in the autumn some time, is the time every is looking at.
‘We can’t fix a date yet, we’ve got to look at everybody’s diaries it’s a bit more complicated than that.’
Eugenie (27) is eighth in line to the throne and will keep her royal title when she marries Jack.

Her mum, Sarah Ferguson, expressed her joy at the happy news through a series of tweets, describing the announcement as ‘total joy’.

Why young people are now less likely to smoke

All age groups in the UK are smoking less - but the largest decrease is among 18- to 24-year-olds, according to the Office of National Statistics. Why is that?

Fewer start smoking
The latest figures, for 2015, suggest one in every five (20.7%) 18- to 24-year-olds is a smoker.
In 2010, this figure was one in every four (25.8%).
Today, about 70% of 16- to 24-year-olds have never started smoking cigarettes in the first place, the data suggests - up from 46% in 1974, when records began.
And even among the age group most likely to smoke, 24- to 35-year-olds, about 60% - up from 35% in 1974 - have never picked up the habit.
Action on Smoking and Health (Ash) says: "We know that young people who try smoking are highly likely to grow up to become smokers, so the high numbers of young people reporting that they have never even tried smoking is good news."

Model Kylie Jenner was called a bad role model..
after she was pictured smoking on Instagram, perhaps an indicator it is no longer seen as cool.

More are quitting
The new data suggests 23.3% of 16- to 24-year-olds quit smoking in 2015, compared with 21.4% in 2010 and 13.4% in 1974.
Ash says this has been "achieved through a combination of effective legislation, policy and support for adults to quit over many decades - much of which has had a big impact on youth uptake as well as quitting".
Policy director Hazel Cheeseman says: "Creating an environment in which fewer young people try smoking and more smokers quit will protect the health of future generations and avoid hundreds and thousands of premature deaths.
"However, the achievements made to date are at risk.

"The government must urgently publish a new tobacco control plan for England and ensure this is properly funded."

The rise of vaping

In 2015, three out of every 100 16- to 24-year-olds used electronic cigarettes, up from one in every 100 in 2014, the new data suggests.
And, in total, 2.3 million people in the UK are using them - half in order to stop smoking.
But some are concerned vaping could prove a gateway to smoking for teenagers.
And critics say the fruit flavours of some e-cigarettes could make them more appealing to children.
In December 2016, the US Surgeon General said the use of e-cigarettes by children was "a major public health concern".
But Ash says the latest figures "confirm that most users are smokers or ex-smokers".
"The figures also highlight that most users are seeking to improve their health, with the most common reason for use being as an aid to quit smoking," it says.
"Where smokers make a complete switch, they can expect to significantly reduce their exposure to harmful chemicals which cause cancer and other smoking-related illnesses."
Paul Hunt, managing director of e-cigarette manufacturer V2Cigs.co.uk , said: "E-cigarettes are supporting thousands of people in quitting smoking every day.
"Information from the NHS states that people who use e-cigarettes to quit smoking can expect similar or better results than when using other nicotine replacement therapies."
"Of those people who combined NHS stop smoking support with e-cigarettes, two out of three were successful in quitting."

"As they eliminate chemicals found in regular cigarettes, such as tar, and allow people control over the amount of nicotine they're consuming, e-cigarettes are a great tool in overcoming smoking addiction."
